水电部于1977年4月20日在北京召开了长江中下游防汛座谈会。会上,水电部领导同志强调指出:要警惕长江中下游今年可能有特大洪水。长江流城规划办公室于1977年3月30日至4月10日在九江市召开的1977年长江流域长期水文气象预报讨论会也指出:今年要特别警惕长江中下游地区有发生较大洪涝的可能。这两个会议提出今年长江中下游可能发生特大洪水的根据是:
On April 20, 1977, the Ministry of Electricity and Water took a forum on flood control in the middle and lower reaches of the Yangtze River in Beijing. At the meeting, the leading comrades of the Ministry of Electricity and Mines emphasized that it is imperative to guard against the possible serious floods in the middle and lower reaches of the Yangtze River this year. The Yangtze River City Planning Office held a long-term hydrological and meteorological forecasting symposium in the Yangtze River valley in 1977 in Jiujiang City from March 30 to April 10, 1977.
