中小企业数量众多、涉及面广,其技术创新对整个社会技术水平的提升、经济秩序的稳定等具有重要意义。目前我国中小企业技术创新面临信息获取和分析能力弱、人才缺乏、资金缺位、技术成果商业化和处理知识产权事务的经验缺乏等问题,需结合外部的政府、协会以及内部自身力量,通过建立公共信息服务平台、提供人才、法律援助等加以解决。
