《中国海关在香港境内执行职务协定》(通常简称《中港关务协定》,签字前的谈判断断续续长达40年,而执行时间还不到一年。其谈判历时之长,而有效时间之短,所起作用之小,可能在中国历史上绝无仅有。该协定谈判始于1909年,先后经过6轮谈判,曾形成6个协定文本,前5个文本因种种原因均未获双方签字,第6个文本迟至1948年10月21日香港立法局才正式通过,生效日期已是国民政府濒临覆亡的1948年11月1日了。
