士官队伍是我军“五支人才队伍”的重要组成部分,加强和优化士官人才队伍建设,是当前及今后我军战斗力建设的重要内容。函授教育作为继续教育的重要形式之一,对于建设学习型军队、改善和提高士官队伍素质做出了重要贡献。但随着军队教育体制改革的不断深化,如何创新函授教育的内容和形式,更好地发挥其功能,走出适应军队士官队伍建设需要的新路子,是当前亟需解决的一个问题。
