森林是自然生态系统的支柱。培育森林是建设世界环境工程的基础设施。林业不是砍伐森林业,而是培育森林业。在大农业中,林字应当头,应以林农牧渔副为序。林业的深化改革似应在土地(包括林山)的国有化的前提下建立双层经营体制,森林资源的配置应以计划为主要手段。必须十分注意茂密的森林覆盖是未来社会的重要基础,全社会都应关心林业的发展,各行各业都要为培育森林作出贡献。
Forests are the backbone of natural ecosystems. Nurturing forests is the infrastructure for building world environmental projects. Forestry does not mean deforestation, but cultivation of forestry. In large-scale agriculture, the forest word should be the first, should be based on the forestry, animal husbandry and fishery. Deepening forestry reform should establish a two-tier operating system under the nationalization of land (including forests), and planning of forest resources should be the primary means of allocation. Great attention must be paid to the fact that dense forest cover is an important foundation for the future society. The whole society should care about the development of forestry and all walks of life must contribute to the cultivation of forests.
