Distinguished Delegates, I am entrusted by the State Council and are now submitting to the General Assembly a report on the implementation of the state budget for 1985 and the draft national budget for 1986. Please review. I. PERFORMANCE OF THE NATIONAL BUDGET IN 1985 Before reporting on the implementation of the state budget in 1985, we first briefed delegates about the 1984 state
