近几年来,笔者由于工作关系,走访了一些农村。在与农民接触中,他们常评论起有关乡镇干部的下乡驻村情况。有不少农民说,绝大多数干部是好的,但也发生了一些不该发生的事。如此长期以往,是有害于党群关系的。为此,他们提了不少意见,归结起来,主要有五方面看法: 一是下村少,深入农户谈心更少。农友们反映,实行生产承包责任制后,有的乡镇干部认为一“包”了事,只要计划生育、征粮、征兵等硬性任务不落后就行;有的到村不到户,转一圈就走;有的即使到村,也只找村干部了解,很少找群众;有的到村不过夜,
