构建社会主义和谐社会,必须走循环经济之路,必须充分利用信息与通信技术最大限度地减少人类行为留在地球上的碳脚印。英国在发展低碳经济的战略政策制定和实施方面,提出了很多出色的方案,他们的经验值得我国借鉴参考。英国联合信息系统委员会2009年发布的《低碳计算技术:2050年展望》介绍了英国碳排放减少的战略和计划,分析了信息与通信技术应用对减少温室气体排放,遏制全球变暖的潜在贡献。报告提出的观点可以带给我们很多启迪。本报告全文较长,本刊拟分4期连载,以飨读者。
To build a harmonious socialist society, we must take the road of circular economy and must make full use of information and communication technologies to minimize the carbon footprint of human behavior left on Earth. The United Kingdom has put forward many excellent proposals on the formulation and implementation of strategic policies for developing a low-carbon economy. Their experience deserves our country’s reference. The Low Carbon Computing Technology: The 2050 Outlook released by the British Joint Information Systems Committee in 2009 presented a strategy and plan for carbon reduction in the United Kingdom that analyzed the potential contribution of ICT to reducing greenhouse gas emissions and curbing global warming .
