七方面鼓励非公有制经济《若干意见》针对非公有制经济发展中的突出问题,提出了七个方面的政策措施:一是放宽市场准入,公平待遇。允许非公有资本进入法律法规未进入的行业和领域,并在进入垄断行业、公用事业、基础设施、社会事业、金融服务业、国防科技工业等领域明确了改革方向和措施。二是改善金融服务,加大财税支持。加大各类银行信贷支持力度,推进多层次资本市场建设,开发适合非公有制中小企业特点的金融产品和服务,建立健全信用担保体系。同时,完善有关财税支持政策。三是发展社会中介服务,完善社会服务体系。加大对各类社会中介服务机构的支持力度,积极开展创业服务。支持开展企业经营者和员工培训。加强科技创新服务,支持企业开拓国内外市场。积极推进企业信
In seven aspects, “a number of opinions encouraging the non-public ownership economy” put forward seven policies and measures in light of the prominent problems in the development of the non-public-owned economy. The first is to relax market access and fair treatment. It allows non-public capitals to enter the industries and fields that are not covered by laws and regulations and clarifies the direction and measures of reform in such fields as monopoly industries, public utilities, infrastructure, social undertakings, financial services and national defense science and technology industries. The second is to improve financial services, increase fiscal support. We will step up credit support for all types of banks, promote the construction of a multi-level capital market, develop financial products and services that are suitable for the characteristics of non-publicly owned small and medium-sized enterprises, and establish and improve a credit guarantee system. At the same time, improve the tax support policies. Third, develop social intermediary services and improve the social service system.
