对于医疗卫生单位特别是乡镇卫生院及中小医院,用股份合作制形式进行改组和改制,通过用医院部分产权与国内外其他单位或个人联营、合资以获得一定的资金,从而提高医院的权益比例,相对降低负债比例,优化资金结构,有利于所有权和经营权的分离,有利于提高医院和资本的运作效率。股份合作制是乡镇及中小医院改革的优选目标。
For the medical and health units, especially the township health centers and small and medium-sized hospitals, they use the joint-stock cooperative system to reorganize and reform the system, and use the part of the hospital’s property rights to associate or joint venture with other units or individuals at home and abroad to obtain certain funds so as to increase the proportion of the hospital’s equity. Relatively reducing the debt ratio and optimizing the capital structure are conducive to the separation of ownership and management rights, and are conducive to improving the operational efficiency of hospitals and capital. The shareholding cooperative system is the preferred target for the reform of townships and small and medium-sized hospitals.
