今年以来,江苏建湖上游及周边地区较大范围普遍干旱少雨。4月初至6月中旬,江淮之间仅降雨122毫米,比常年同期偏少43％,特别是6月8日进入农灌用水高峰以来,几乎滴雨未下。淮河干流6月3日开始断流,洪泽湖得不到足够的水量补给,可用水量大大低于往年。加之长江来水量少于常年同期2成,造成沿江水位普遍低于常年同期0.5米至0.8米,给沿江涵闸自流引江水灌溉带来较大困难。建湖本地降水也严重不足,全县1～5月份降水147.6毫米,比常年239.5毫米偏少近40%,早已有了春旱。从5月13日至6月24日的43天内仅降雨41毫米,比常年的119.6毫米偏少
