从1988年起,中央对轻工、工艺、服装三个行业进行试点承包,实行独立核算、自负盈亏。我司是试点行业之一,经过三年的试点实践,虽然历年都完成了国家下达的出口计划指标,但三年亏损共达5000余万元。面对上这种局面,我司领导认真分析了形势,一致认为:我司之所以出现历年亏损、效益总是上不去,原因故然有很多,但最根本的还是内因,是没有充分挖掘内在的潜力,这是问题的关键所在。
