党的十四届五中全会通过的《建议》明确指出:“今后15年经济建设总的要求是,切实转变经济增长方式、显著提高国民经济整体素质和效益、使社会生产力有一个大的发展。”这是实现“九五”和2010年奋斗目标的关键,也是今后相当时期的经济发展战略方针。
