“九五”时期的上海环卫事业既面临着世界环卫科学技术迅速发展的严峻挑战,也面临着上海可持续发展战略要求环境与经济同步发展的有利机遇。历史的经验告诉我们,基础差、底子薄、欠帐多的上海环卫系统要在激烈的社会竞争中迅速崛起并后来居上,实现上海环卫事业的新一轮发展,根本的出路在于依靠科技进步。上海环卫局在1996年11月中旬举行了第三次科技工作会议,会议总结了“八五”期间依靠科技进步促进上海环卫事业发展的成绩和经验,部署了“九五”期间上海环卫科技工作,提出了《关于加速上海环境卫生科技进步的若干意见》。
The environmental protection business in Shanghai during the Ninth Five-Year Plan period is facing both the severe challenge of the rapid development of the world’s environmental science and technology and the favorable opportunity for the sustainable development strategy of Shanghai to require simultaneous development of the environment and economy. Historical experience tells us that Shanghai’s environmental sanitation system, which has a poor foundation, a weak foundation, and a large amount of outstanding debts, has to rise rapidly in fierce social competition and come aboard later. To achieve a new round of development of environmental sanitation in Shanghai, the fundamental solution lies in relying on scientific and technological progress. The Shanghai Sanitation Bureau held the third scientific and technological work conference in mid-November 1996. The meeting summarized the achievements and experience of relying on scientific and technological advancement to promote the development of Shanghai’s environmental sanitation during the “Eighth Five-Year Plan” period, and deployed the Shanghai Sanitation Science and Technology Work during the “Ninth Five-Year Plan” period. The “Opinions on Accelerating the Progress of Environmental Sanitation in Shanghai” was put forward.
