党的十八届三中全会对全面深化改革作出了战略部署,明确提出国有企业属于全民所有,是推进国家现代化、保障人民共同利益的重要力量。要准确界定不同国有企业的功能,加大国有资本对公益性企业的投入,在提供公共服务方面作出更大贡献。对邮政企业而言,当前正面临深化改革、转型发展的紧迫任务,如何在推进公共服务均等化进程中促进转型发展,应成为各级邮政企业的战略选项。而做好邮政便民服务工作,应成为一个重要抓手。
The Third Plenary Session of the 18th CPC Central Committee has made strategic arrangements for deepening the overall reform and clearly stated that state-owned enterprises are owned by the whole people and an important force for promoting the country’s modernization and safeguarding the common interests of the people. We must accurately define the functions of different state-owned enterprises and increase the input of state-owned capital into non-profit enterprises so that they can make greater contributions in providing public services. For postal enterprises, the urgent task of deepening the reform and restructuring and development is facing. How to promote the transformation and development in the process of promoting the equalization of public services should become the strategic option of the postal enterprises at all levels. And postal convenience services, should become an important starting point.
