我国行政审判制度实施状况令人堪忧,严重影响其公民权利保障和“社会安全阀”功能的实现。在推进行政审判制度的各项改革中,公民权利意识的提升是摆脱行政审判困境的前提;主事机构和人员的专业性与独立性是摆脱行政审判困境的关键;行政诉讼制度的完善是摆脱行政审判困境的保障。
The implementation of our administrative trial system is worrying, seriously affecting the protection of its civil rights and the realization of the “social safety valve.” In the various reforms to promote the administrative trial system, the promotion of the civil rights awareness is the premise to get rid of the dilemma of administrative trial. The professionalism and independence of the principal institutions and personnel are the key to get rid of the dilemma of administrative trial. The perfection of administrative litigation system is to get rid of the administrative Judgment of the plight of the trial.
