河北省现有159处大、中型灌区,其中大型灌区八处。设计灌溉面积1938.5万亩,主要分布在太行山东麓,燕山南麓广大肥沃的洪渍平原。灌区平均粮食单产618斤,总产达72.5亿斤。棉花单产115斤,总产达437万担。是我省的粮棉生产基地。灌区长期以来,执行低标准征收水费,严重的影响着灌溉管理的发展。一九八三年省人民政府发布《河北省水利工程水费征收
