为优化港区溢油应急联防设备库选址,以层次分析法(AHP)计算船舶溢油事故风险准则下的参与溢油应急港区的权重,进而构建以加权距离最小为目标的港区溢油应急设备库选址优化模型。采用遗传算法对其求解。将模型应用于舟山港6个港区的溢油应急联防设备库选址。在船舶溢油事故风险评估的基础上,以AHP计算得到风险准则下6个港区的权重排序,最终解算的应急设备库优化选址为1号港区。结果表明,加权距离最小化的优化选址模型考虑了风险准则下的港区权重,其求解的港区溢油应急联防设备库选址方案较好地符合实际风险管理需求。

The results show that the optimal location model with weighted distance minimization takes into account the weight of harbor under the risk criterion, and the solution to the site selection for the tank-spilled oil contingency defense equipment reservoir meets the actual risk management needs.
