下一步事业单位人事制度改革在继续坚持试点先行、加大聘用制度推行力度的同时,大力加强制度建设长期以来,我国事业单位工作人员管理一直沿用党政机关的管理模式。为了适应建立和完善社会主义市场经济体制的要求,1992年党的十四大提出,要按照机关、企业和事业单位的不同特点,逐步建立健全分类管理的人事制度。按照十四大的精神,人事部启动了事业单位人事制度改革试点,不断摸索路子、积累经验。2000年以后,随着聘用制的全面推行和公开招聘的正式开展,以及岗位管理的逐步实施,改革逐渐加速。

For a long time, the management of staff in public institutions in China has always followed the management mode of the party and government organs. In order to meet the requirements of establishing and perfecting the socialist market economic system, the 14th CPC National Congress proposed in 1992 that the personnel system of classified management should be gradually established and improved in accordance with the different characteristics of organs, enterprises and public institutions. In accordance with the spirit of the 14th CPC National Congress, the Ministry of Personnel has initiated a pilot reform of the personnel system in public institutions, constantly exploring ways and accumulating experiences. After 2000, with the full implementation of the hiring system and the official opening of open recruitment, as well as the gradual implementation of post management, the reform accelerated.
