通过构建指标体系,采集2008-2010年统计数据和利用DEA模型及其曼奎斯特FTP指数公式,测度湖南各市州转变经济发展方式的相对能力、综合能力指数及其分解指数。结果表现,综合实力较强的市州,即使相对能力暂时落后,也能够较快提升;全省平均综合能力2009年最高,相对能力逐年下降,技术进步逐年上升,但两者幅度均逐渐收窄。在此基础上提出了打造适合各自市州情的“两型”产业聚集区、创新体制机制和加大科技投入力度的对策建议。
Through constructing index system, collecting the statistical data from 2008 to 2010 and using the DEA model and its Mannquist FTP index formula, this paper measured the relative abilities, comprehensive ability index and decomposition index of Hunan’s cities and states in transforming their economic development mode. As a result, the cities and prefectures with stronger comprehensive strength can improve rapidly even though their relative abilities have temporarily lagged behind. The province’s average comprehensive ability was the highest in 2009, the relative abilities decreased year by year, and technological progress increased year by year, but both gradually narrowed . On this basis, some countermeasures and suggestions are proposed to create a “two-type” industrial cluster suitable for the state’s situation in each city, to innovate institutional mechanisms and to increase investment in science and technology.
