导言由于价值体系的不同,如在商业和技术问题上缺乏柑互了解一样,从而导致研究与发展出现了偏离组织计划活动主流的倾向。在大多数组织中,为了克服这种分离状况,必须建立所有层次便于联系的结构。增进研究与企业长期目标两者之间的联系,已成为技术专家、学者及管理人员普遍关注的问题,但取得有效的联系去是很困难的。其中存在着大量的问题,诸如研究人员与其组织之间价值观念的差异;在组织的每个职责层次上决策所需要的技能与知识的不同;研究与发展计划中的不确定性;以及研究与发展同组织的其它部门之间缺乏沟通,等等。
The introduction, due to differences in value systems, such as the lack of citrus mutual understanding on commercial and technical issues, has led to the tendency of research and development to deviate from the mainstream of organizational planning activities. In most organizations, in order to overcome this separation, it is necessary to establish a structure that is easily accessible at all levels. Enhancing the link between research and the long-term goals of the company has become a common concern among technical experts, academics, and management personnel, but it is difficult to obtain effective contacts. There are a number of issues, such as differences in values between researchers and their organizations; differences in skills and knowledge needed to make decisions at each level of the organization’s responsibilities; uncertainty in research and development plans; and research and There is a lack of communication between development and other departments of the organization, and so on.
