在社会主义新农村建设进程中,长期积累而未妥善解决的村级债务问题进一步凸现。这虽然是个老问题,却是导致村级公共服务功能萎缩、制约农村经济发展和农民增收、影响农村稳定的突出问题。乡村债务的形成有着复杂的背景和原因,如果不对这一问题进行深入系统的研究,制定的政策可能难以产生效果,因此,加强对该问题的调查研究就显得非常重要。
In the process of building a new socialist countryside, the issue of village-level debt, which has been accumulated for a long time and not properly solved, has been further highlighted. Although this is an old problem, it is a prominent issue that has led to the shrinking of village-level public service functions, restricting the economic development of the rural areas and increasing the incomes of peasants, affecting rural stability. The formation of rural debt has a complex background and causes. If we do not conduct an in-depth and systematic study on this issue, the formulated policy may be hard to produce any result. Therefore, it is very important to strengthen the research on this issue.
