桓仁满族自治县地处辽宁省东部山区,辖18个乡镇,150个行政村,30.9万人口,12246名党员,从1983年起,县委决定利用刊授党校这块阵地,大面积大幅度地提高干部素质,提高干部对全县经济工作的领导水平,促进全县经济的快速发展。为此,我们积极创造条件,不断组织干部进刊授党校学习。截至目前,我县有2214人参加了刊授党校学习,已有1823人毕业。我们办刊授党校的具体做法如下:一、统一思想认识,加强对刊授党校分校的领导大力培养教育干部,是党组织的一项经常性工作。尤其现在,提高干部素质显得尤为重要和紧迫。而刊授党校是新形势下对党员、干部进行马列主义、毛泽东思想和党的基本理论、基本知识教育,提高干部队伍素质的重要阵地。基于这种认识,我们加强了对刊授党校的领导。一是把刊授党校工作摆上县委的议事日程,纳入全县党建和干部培训的总体规划,使刊授党校的招生管理与组织部门对干部的考核、培训和使用形成一体化。
