集体林权制度改革(下文简称林改)旨在进一步解放和发展林业生产力,大力促进传统林业向现代林业迈进。本文以广西三江县集为例,同时借鉴了国外的林改经验,以集体林权制度改革中存在的问题为切入点,提出了深化林改的对策,倡导在林改工作中因地制宜、分类实施、分区指导,全面完善并深化配套机制建设。
The reform of collective forest tenure system (hereinafter referred to as forest reform) is aimed at further liberating and developing forestry productivity and vigorously promoting the traditional forestry to modern forestry. Taking Sanjiang County in Guangxi Province as an example, this paper draws lessons from the experiences of foreign countries in forest reform, and takes the problems existing in the reform of collective forest rights as the starting point. It puts forward the countermeasures to deepen forest reform, , Zoning guidance, comprehensively improve and deepen the construction of supporting mechanisms.
