一、组织方式与技术路线1、组织方式政府牵头、全院配合、专家评议。由市规划和国土资源管理局牵头,成立局、院联合技术核心小组,负责技术路线制定、阶段成果评议、部门协调等。在技术核心小组下设多个专题评估小组和总报告编制小组。组织全院所有相关部门,覆盖数据库建设、用地、人口、产业、交通、市政、环境、方法、郊区规划等九个方面。
