2005年12月22日,国资委主任李荣融在国务院新闻办举行的新闻发布会上指出,国企应该向国家分红。“现在国资委最大的权没有落实,就是收益权。因为出资人最重要的权是收益权。”这一表态的潜台词是:国家目前没有真正拿到国企的收益权。有市场人士表示,这种情况令人吃惊。按照逻辑,国有企业在依法纳税的同时,还要向国资委上交经营管理所需以外的利润。这本来是股东从企业处应该获得的收益权,目前由国资委代表国务院来收取。但现实情况却是,作为投资者的国家,没有从投资中获得收益的权力。很明显,这违背了最基本的市场法则。
