码头接卸重油安全操作探讨

石油库港口码头安全接卸重油是一个庞大而复杂的系统工程,由于管理不到位,制度和操作规程不完善,在装卸过程中也带来了许多潜在的事故隐患。因此作为重油接卸、生产的港口单位要把重油装卸的安全管理作为各项工作的重中之重,从严予以管理。本文在充分调研的基础上,通过对码头重油装卸过程存在的问题和危险性进行分析,并针对应重点防范的危险、有害因素,提出相应的安全管理措施,建议运用制度、规程、行政等多种方法和手段加强港口码头安全接卸重油的运行管理,从而避免各类事故的发生,确保作业过程的本质安全。这既要依靠完善的规章制度和科学的操作规程,又要依靠船、岸各级领导的高度重视,最重要的是依靠现场操作工高度的责任感和责任心以及娴熟的技能,本着对社会、企业和自己高度负责的精神,兢兢业业地做好各项工作,从而确保港口码头接卸重油的安全运行。 The safe loading and unloading of heavy oil in the terminal of the oil depot is a huge and complicated system project. Based on the full investigation and research, this paper analyzes the existing problems and dangers during loading and unloading of heavy oil in the dock and puts forward corresponding safety management measures according to the dangerous and harmful factors that should be prevented, and recommends the use of systems, procedures and administration Ways and means to strengthen the operation and management of harbor dock safety loading and unloading heavy oil so as to avoid all kinds of accidents and ensure the intrinsic safety of the operation process. This depends not only on sound rules and regulations and scientific practices but also on the importance attached by leaders at all levels of the ship and shore.
