以加强公路管理 ,提高路政管理水平 ,保证公路的完好、完全和畅通为目的的《路政管理规定》近日公布并自 2 0 0 3年 4月 1日起施行。由于近 1 0年来高速公路和收费公路兴起并得到快速发展 ;《公路法》的出台 ,使路政管理的内涵由原来的“保护路产、维护路权”延伸为“保护路产、维护路权、维持秩序、保持权益”四个方面 ;国家《行政复议法》、《行政诉讼法》、《行政处罚法》等一系列行政法律、法规的相继出台 ;公路管理由“养管一体”模式逐步改变为“管理模式”,这些都给公路路政管理工作增添了许多新的内容与要求 ,1 990年颁布实施的《公路路政管理规定》(试行 )已不能适应现行体制和路政管理工作的实际需要。为此 ,从 2 0 0 0年起交通部由公路司组织四川、浙江、山东、陕西、山西等省公路局的有关同志 ,对原《公路路政管理规定》(试行 )进行修改并征求和采纳了各省 (区、市 )意见 ,出台了新的《路政管理规定》。现将交通部公路司副司长李彦武写的一篇专稿“认真学习贯彻《路政管理规定》,全面提高我国公路管理水平”刊出 ,以便于广大公路工作者对于新的《路政管理规定》有一个更为深刻的了解。

Now an article written by Li Yanwu, deputy director of the Department of Transportation, Ministry of Communications, earnestly study and implement the Provisions on Administration of Roads and Politics, and comprehensively raise the level of road management in our country.
