本文是作者在一次对外开放讨论会上的发言,主旨是探索作为内陆大省的四川如何走出一条对外开放路子的问题。文章从4个方面阐述了这条路子的战略内涵,提出如何借助国际市场和国际资本发展内陆经济的思路。在文章中;作者特别强调了解放思想、克服封闭意识和全民参与对外开放的重要性。对扩大对外贸易、利用外资、开展国际工程承包和劳务输出,发展国际旅游等方面的具体政策措施也作出了有益的探索。
This article is the author’s speech at an open-nation discussion forum. Its purpose is to explore how Sichuan, as a inland province, can step out of a path of opening to the outside world. The article elaborates the strategic connotation of this road from four aspects and puts forward the idea of how to develop the inland economy with the aid of international markets and international capital. In the article, the author particularly emphasizes the importance of emancipating the mind, overcoming the awareness of closedness and the participation of the entire people in opening to the outside world. It also made useful explorations on specific policies and measures for expanding foreign trade, utilizing foreign capital, exporting contracted international projects, exporting labor services, and developing international tourism.
