我国既是海洋大国也是海运大国,将我国建设成国际海事司法中心,是时代赋予我们的使命。与现存的国际海事司法中心相比,我们的差距主要表现在:高水平专业人才的短缺;海事法的研究在学界被忽视;海运实务界和法律界没有形成联动;对海事法律的宣传和典型海事案例的推介不够。构建国际海事司法中心是一个系统的工程,不仅要依靠法官、仲裁员和律师队伍的努力,而且有赖于教育领域的机制革新,实务界人员的观念更新和司法领域的制度创新,进而营造一个良好的硬环境和软环境。
