党实现科学执政是社会主义政治文明发展的内在要求,也是社会主义事业顺利发展的重要政治保证。网络是20世纪最伟大的科学发明之一,充分运用网络信息技术资源,推进网络行政建设是信息化条件下实现党科学执政的倍增器。网络行政作为党和政府管理和服务社会的一种新方式,对增强党执政权力运行的透明性、民主性和科学性发挥出巨大作用。分析和研究当前我国网络行政发展实践,推进网络行政主要应在各级党和政府领导增强网络行政观念、开展网络行政法制化建设、培养专业网络行政人才队伍和加强政府网站建设等四个方面进行积极探索。
The realization of the party’s administration by science is an inherent requirement of the development of socialist political civilization and an important political guarantee for the smooth development of the cause of socialism. The Internet is one of the greatest scientific inventions in the 20th century. Making full use of network information technology resources and promoting network administration construction is a multiplier to realize the party’s scientific governance under the condition of informationization.
