“一带一路”作为我国顺应全球化发展趋势的战略,涉及的主体和领域都十分广泛。随着“一带一路”建设的不断推进,中国不断面临许多已知和未知的风险,而其中的环境风险是诸多风险中备受关注的。环境风险使中国外部环境的不稳定性上升,环境规制措施增加,海外投资限制变多,影响国际交往,在一定程度上阻碍着“一带一路”的进程与“一带一路”理念的传播。而通过谈判、协商等形式订立符合国际合作的制度和法律,可以为环境国际合作提供保障,以应对“一带一路”带来的环境风险问题,给当下中国发展带来了新的契机。
“Belt and Road” As China’s strategy of adapting to the trend of globalization, it involves a wide range of subjects and fields. With the continuous development of “Belt and Road”, China has continuously faced many known and unknown risks, of which environmental risks have drawn much attention from many risks. Environmental risks have caused the instability of the external environment in China, the increase in environmental regulatory measures, the increase in restrictions on overseas investment and the impact on international exchanges, which to a certain extent impeded the progress of the “One Belt and One Road” and the “One Belt and One Road” concept spread. However, the establishment of systems and laws in line with international cooperation through negotiation and consultation can provide international cooperation in environmental protection so as to cope with the environmental risks brought about by the Belt and Road initiative and bring new opportunities to the present development of China.
