自然资源是稀缺的,并能给所有者带来经济利益,因而是一种资产。合理的资源资产产权制度对可持续发展有着重要意义。建立完善的自然资源资产产权制度应该基于可持续发展原则、分层分类所有原则、资源配置市场化原则来进行。
Natural resources are scarce and can bring economic benefits to the owners and are therefore assets.
