The Guizhou Economic Commission issued a notice in April this year asking all levels of cadres on the economic front of the province to fully understand the decision of the Guizhou Provincial Party Committee to resume the position of director of the Qin Shiming Guiyang Yongjiang Instrument Factory, and learn Qin Shiming’s spirit of reform and innovation. When Comrade Qin Shiming was appointed as the director of Guiyang Yongjiang Instrument Factory in November 1978 by the Guizhou Provincial Ministry of Machinery, the factory, which had been in losses for seven consecutive years, could not even pay its wages. After Qin Shiming took office, he publicly announced: If the factory does not change after three years, he will take the initiative to step down as a worker and become a worker.
