为进一步加快慈善事业发展,为“十二五”期间各地开展慈善工作提供指导,民政部起草了《中国慈善事业发展指导纲要(2011-2015年)》(以下简称《纲要》)。《纲要》提出,推行慈善信息公开透明制度,完善捐赠款物使用的追踪、反馈和公示制度;建立健全慈善行业信息统计制度,完善慈善公益信息统计平台,及时发布慈善数据,定期发布慈善事业发展报告。《纲要》规定,建立和完善以慈善业务年审为主要手段的监管制度,重点加强对信息披露、财务报表和重大活动的监管。
In order to further accelerate the development of philanthropy and provide guidance for charitable work throughout the “12th Five-Year Plan” period, the Ministry of Civil Affairs drafted the “Guidelines for the Development of China’s Philanthropy (2011-2015)” (the “Outline”). The “Outline” proposed to promote the open and transparent system of charitable information and improve the follow-up, feedback and publicity system for the use of donated funds and materials; establish and improve the statistical system for information on charities, improve the platform for collecting charitable public information, timely release of charity data, and regularly release the development of charities report. The “Outline” provides that the establishment and improvement of annual review of charitable operations as the main means of regulatory system, focusing on strengthening the disclosure of information, financial statements and major regulatory activities.
