一、公共艺术的背景公共艺术在中国当今社会不再是一个新名词,它的诞生要追溯到德国哲学家哈贝马斯提出的公共领域“公共性”理论。20世纪60年代,西方社会从工业时代进入后工业时代,后现代主义的出现,资本主义的局限性(西方狡诈的民主)等多种矛盾出现,西方世界开始认真思考公共性,公共空间,公共意志等等问题。而中国的公共艺术起步比较晚,于90年代中期才引进公共艺术概览,比较完整的学术著作2003年才面向公众,
