新源林区地处新疆伊犁山区,成林条件好,林区内发育着伊犁河系一级支流巩乃斯河及几十条二级支流,具有容量大的冰雪储备和丰富的降水。山地森林是新源县生态基础构架的主体,在涵养水源,维护生态平衡中具有不可替代的作用和地位。几十年来,林区开发建设投资严重不足,造成集中过伐,采育失调,可利用资源锐减;森林质量下降,后备资源增长缓慢,导致河流水量明显减少甚至部分山间小溪断流,水土流失加剧,土地荒漠化面积增加,生态恶化已经成为严酷的现实。
Xinyuan Forest is located in Yili Mountain, Xinjiang. It has good conditions for forest planting. The Kona River, a first-class tributary of the Ili River, and dozens of second-level tributaries are developed in the forest area, with large reserves of ice and snow and abundant precipitation. Mountain forest is the main source of ecological infrastructure in Xinyuan County, which plays an irreplaceable role and status in conserving water resources and maintaining ecological balance. Decades of years, a serious shortage of investment in the development and construction of forest areas, resulting in over-centralized, mining off-balance sheet, available resources sharply reduced; forest quality decline, the slow growth of reserve resources, resulting in significant reduction in river water and even part of the mountain stream flow, As soil and water loss intensifies, the area of land desertification increases and ecological deterioration has become a harsh reality.
