皇甫川发源于内蒙古自治区伊盟东部,流经陕西省府谷县入黄河。流域面积3246km~2,其中准格尔旗境内有2798km~2,属黄土丘陵沟壑区。侵蚀类型以水蚀为主,风蚀、重力侵蚀也很严重,为复合侵蚀区。据实测,多年平均侵蚀模数1.88万t/km~2,最高年达5.35万t/km~2,平均每年向黄河输沙0.53亿吨,其中70%是粒径大于0.025mm的粗沙,约占黄河下游粗沙淤积量的1/10。严重的水土流失,使我旗自然生境日益恶化,群众长期处于贫困状态,也给黄河下游带来灾难。 建国以来,在党和政府领导下,我旗群众为治理水土流失、改变落后面貌进行了长期的艰苦斗争,特别是1980年我旗被列为全国水土流失治理试验基地县和1982年皇甫川列为全国水土流失重点治理区以来,在国家重点扶持下,我们坚持以总体治理规划为指导,以小流域为单元,开展集中、连续、综合治理,治理步伐明显加快。1983~1988六年内,完成水土保持初步治理面积897.09km~2,相当于过去30年治理面积的2倍,累计治理水土流失面积1309.76km~2,实际保存面积为1000.33km~2,占水土流失面积的35.8%。1989年计划治理150km~2到8月底已完成106km~2。在皇甫川流域治理中,我们采取了以下措施: (一)水保、放牧、用材兼顾,草、灌、乔、网、片、带结合,建立以草灌为主体的生物防护体系。六年来,
