为进一步落实惠州市医药卫生体制改革(医改)规划和万名专家下基层活动,共建社区卫生服务中心示范点。2012年本院与9家新成立的社区卫生服务中心签订帮扶协议,重点选择桥东社区服务中心等2~3家为示范点,调查其需求并进行宣传教育、技术培训和针对性讲座,对社区卫生服务中心转诊患者开放绿色通道,落实网络系统对接、管理培训及康复科援助等措施,针对社区基础,打造特色专科。并通过全科医生考核、社区首诊率和群众对社区卫生服务中心的满意度等指标评估阶段性帮扶效果。研究以专科带动提升基层医疗技术力量和群众对基层医疗机构的信任度,提高群众在基层医院的首诊率。加强综合医院对社区卫生服务工作的支持,并制定帮扶计划,承担社区卫生机构的业务、技术指导及人才培养等任务。本项目通过区域医疗合作,打造特色明显、服务完善、人民群众满意的示范社区。
In order to further implement the Huizhou medical and health system reform (medical reform) planning and 10,000 experts under the grassroots activities, build community health service center demonstration sites. In 2012, the Court signed assistance agreements with 9 newly established community health service centers, focusing on selecting 2 to 3 such as Qiaodong Community Service Center as demonstration sites, investigating their needs and conducting publicity and education, technical training and targeted lectures, Open green channels to referral patients in community health service centers, implement network system docking, management training and rehabilitation department assistance and other measures, and set up specialized specialties for community base. And through the assessment of general practitioners, the community first visit rate and the public satisfaction with community health service centers and other indicators to assess the phased help effect. Research led by specialties to promote the grass-roots medical technology and the masses of the trust of grassroots medical institutions, improve the first visit rate of the masses in primary hospitals. Strengthen the general hospital support for community health services, and develop help programs, undertake community health agencies, technical guidance and personnel training and other tasks. Through the regional medical cooperation, this project builds a model community with obvious characteristics, perfect service and satisfied masses.
