各位委员、各位先生、各位同志:这次西北行政委员会第一次会议的召开,正是我们胜利地渡过了国家建设计划的第一个年度,即将进入第二个年度的時候。这次会议的任务和目的,就是要根据国家总路线总任务来总结一年来的工作,并确定明年的工作任务。一年来,我们在中央人民政府和毛主席的正确领导下,通过进行反对官僚主义,反对命令主义、反对违法乱纪,开展增产节约运动,改进和提高了各项工作,完成了年度计划。工、农业生产有了进一步的发展。人民的物质生活和文化生活也有了进一步的改善。各民族、各民主党派的团结合作更加亲密。人民民主统一战线和人民民主政权更加巩固了。这就为我们进行一九五四年的工作打下了良好的基础。现在,我将一年来的主要工作情况和明年的工作任务提出如下的报告。
Dear members, Dear Excellencies, Ladies and Gentlemen, The convening of this first meeting of the Northwest Administrative Commission is the very first time that we have successfully passed the national construction plan and are about to enter the second year. The task and purpose of this meeting is to summarize the work done over the past year according to the general tasks of the general national line and determine the tasks for next year. In the past year, under the correct leadership of the Central People’s Government and Chairman Mao, we have completed the annual plan by opposing opposition to bureaucracy, opposition to doctrine and oppose violations of laws and discipline, carrying out mass production and conservation campaigns, improving and enhancing various tasks. Workers, agricultural production has been further developed. The material and cultural life of the people has also been further improved. The unity and cooperation among all ethnic groups and all democratic parties are even closer. The people’s democratic united front and people’s democratic regime have been further consolidated. This laid a good foundation for our work in 1954. Now, I submit the following report on the major work done in the past year and the tasks for next year.
