改革使中国的社会结构发生了深刻的变化,一方面是政府绝对统治地位的削弱,另一方面是企业和民间组织的独立和成长。我国民间组织正面临新的发展环境。但由于我国的民间组织公信力不足、能力不强,还无法满足国家、市场和社会的需要。所以,迫切需要构建我国的民间评估组织,实现对民间组织控制、监督或约束,促进民间组织自我学习,加强民间组织与不同利益群体相沟通,推动我国民间组织的变革与发展。
The reform has brought about profound changes in the social structure of China. On the one hand, it has weakened the absolute dominance of the government and on the other hand the independence and growth of enterprises and non-governmental organizations. China’s non-governmental organizations are facing a new environment for development. However, due to the lack of credibility and capacity of non-governmental organizations in our country, they still can not meet the needs of the country, market and society. Therefore, there is an urgent need to construct a non-governmental assessment organization in our country so as to control, supervise or constrain the non-governmental organizations, promote self-learning among non-governmental organizations, enhance the communication between non-governmental organizations and different interest groups, and promote the reform and development of non-governmental organizations in our country.
