地方立法质量与立法数量的统一是地方法治建设的前提条件,地方立法效果评估作为提升立法质量的重要措施逐步得到立法机关和公众的认可。本文通过对地方立法效果评估基本概念的介绍,针对我国当前地方立法效果评估实践中存在的问题,提出了构建地方立法效果评估体系的建议。
The unification of the quality of local legislation and the number of legislation is a prerequisite for the construction of local law and order. As an important measure to improve the quality of legislation, the evaluation of local legislative effectiveness has gradually been approved by the legislature and the public. In this paper, by introducing the basic concepts of local legislative effectiveness evaluation and aiming at the problems existing in the current local legislative effectiveness assessment practice, this paper puts forward some suggestions on how to construct a local legislative effectiveness evaluation system.
