作者认为，社会主义初级阶段是建立了社会主义制度，但生产力还落后的历史阶段，它的经济形态与新民主主义阶段有原则的区别，因而社会主义初级阶段的经济形态不是新民主主义经济形态的复归。我国新民主主义经济与俄国革命后的新经济政策时期的经济也有本质区别，因而社会主义初级阶段与新民主主义阶段与俄国新经济政策时期各处于不同历史阶段．三者不能统一。社会主义初级阶段的基本经济制度及市场经济体制适应我国社会生产力发展，没必要复归到新民主主义经济形态去。因此，作者不同意杨家志先生的“复归说”理论。
