去年以来,上海市工业系统已有390家国有大中型企业进行了包括“洋、股、包”在内的各种形式的改革,占地方预算内国有大中型企业总数的一半以上;已有1063家地方预算内工业企业约148万职工实行全员劳动合同制和上岗合同制,分别占总数的78.16%和96.73%。目前正按照党的十四大提出的建立社会主义市场经济体制的目标,贯彻落实《全民所有制工业企业转换经营机制条例》,全面推进改革。企业宣传思想工作在总体上还不适应的情况下,一些改革跑在前头,并且重视发挥宣传思想工作作用的企业,在深化企业改革的同时,也探索着宣传思想工作自身的改革,正在逐步建立起适应社会主义市场经济体制的企业宣传思想工作体系和机制。这种被许多同志称之为“大宣传”的体系和机制,尽管还只是一个雏型,但已初步显示出它的生机和活力。据我们最近对347位党委建制企业的党委书记、宣传科长的问卷调查和对面上情况的了解,这个“大宣传”的体系和机制的框架主要内容是:
