1997年7月16日～17日联合国开发署(UNDP)援助中国沙棘开发项目1997年工作会议在陕西省西安市召开。项目承担单位的代表和水利部黄河水利委员会科技外事局、水土保持局、《沙棘》杂志编辑部负责同志出席了会议。黄委沙棘办高级技术顾问黄铨先生也列席了会议。1995年12月在北京召开了国际沙棘研讨会。根据水利部钮茂生部长的指示,征得与会各国代表的同意,成立了国际沙棘研究培训中心。为配合国际沙棘研究培训中心开展工作,在外经贸部国际交流中心的大力支持下,在1996年开始的联合国开发署“第四国别方案”周期中列入了“中国沙棘开发利用”项目。项目符合联合国开发署新上项目提出的扶贫、环境保护、扩大就业和妇女参与四大重点领域的主要要求。1995年初水利部沙棘开发管理中心组织黄委沙棘办等单位开始了项目前期准备工作,上半年完成野外考察、编制了考察报告,下半年向外经贸部提出项目申请,1996年2月得到确认。1997年5月下旬,联合国开发署驻华代表处派员在水利部沙棘开发管理中心官员陪同下赴项目区考察评估,6月上旬项目评估圆满通过。
July 17-17, 1997 The UNDP Working Session on Assisting China Seabuckthorn Development Project in 1997 was held in Xi’an, Shaanxi Province. Representatives of project undertaker units and responsible officials from Science and Technology Foreign Affairs Bureau of Yellow River Conservancy Commission, Soil and Water Conservation Bureau and Editorial Department of Seabuckthorn Magazine attended the meeting. Mr. Huang Quan, Senior Technical Adviser to the Yellow Sea Seabuckthorn Office, also attended the meeting. In December 1995, an international seabuckthorn seminar was held in Beijing. According to the instructions of Minister Niu Mao-sheng from the Ministry of Water Resources, the International Seabuckthron Research and Training Center was established with the consent of the participating delegates. In line with the International Seabuckthron Research and Training Center, with the strong support of the MOFCOM International Exchange Center, the project of “China Seabuckthron Exploitation and Utilization” was included in the “Fourth Country Program” cycle of the United Nations Development Program in 1996. The project is in line with the major requirements set out in the new priority project of the United Nations Development Program in poverty reduction, environmental protection, employment expansion and women’s participation in the four major focus areas. In early 1995, the Seabuckthorn Development and Management Center of the Ministry of Water Resources organized the Yellow Sea Hydroponics Seabuckthorn Office and other units to start preparations for the project. During the first half of the year, they completed field visits and prepared inspection reports. Applications were submitted to the MOFTEC in the second half of the year and were confirmed in February 1996. In late May 1997, the UNDP representative office in China dispatched officials to the project area to accompany the officials of the Seabuckthorn Development and Management Center of the Ministry of Water Resources. The project evaluation was successfully passed in early June.
