立法机关会议的公开制度,也称为议事公开制度,是关于立法机关公布议程、发表记录、准许旁听等各种制度的总称。在实践上,各国对议事公开的理解和解释颇存差异。在法国,议事公开意味着准许旁听及发表记录,其作用在于:使人民知悉其所选出之代表是否履行其义务;使人民藉议员的咨询及政府的答复来了解政府的政策。议事公开,是现代民意政治的题中应有之义。民意政治要求国是决于民意,政策归本于民心。对于人民来说,他们是国家和社会的主人(主权在民),亨有充分的知情权(The Right of Know), The open system of legislature meetings, also known as the open system of the legislature, is a general term for various systems promulgated by the legislature in publishing its agenda, publishing records and allowing public hearings. In practice, there are quite different understandings and explanations about the openness of the public in various countries. In France, the openness of the proceedings means allowing for the observance and publication of records. Its purpose is to make the people aware of the fulfillment of the obligations of the representatives they elect and to enable the people to understand the Government’s policies through members’ advice and government replies. Publicity of the agenda is the proper meaning of modern public opinion politics. Politic political requirements of the country is determined by public opinion, policy attributed to the people. For the people, they are the masters of the country and society (sovereign people), have full rights to know (The Right of Know)
