推进林地使用权和林木所有权的合理流转,是盘活林地和林木资产的重要途径,是集体林权制度改革工作的一项重要内容。笔者拟从我省集体林权流转现状入手,总结我省集体林权流转的经验教训,对我国现行林权流转法律规定的缺陷进行分析,试图对如何运用特区立法权,建立具有海南特色的集体林权流转制度进行立法探讨。
Promoting the rational transfer of forest land use rights and forest ownership is an important way to revitalize forest land and forest assets and is an important part of the reform of the collective forest tenure system.
