党员标准问题是党员队伍建设的一个重要问题。所谓党员标准,是指发展党员的衡量标志和规范党员行为的根本尺度,是对党员的本质规定和基本要求,是衡量共产党员是否合格的准绳。党的十六大党章规定:“年满十八岁的中国工人、农民、军人、知识分子和其他社会阶层的先进分子,承认党的纲领和章程,愿意参加党的一个组织并在其中积极工作、执行党的决议和按期交纳党费的,可以申请加入中国共产党。”从党和国家领导人重要论述特别是历届党章的规定可以看出,党员标准发展的明晰轨迹,不同历史时期的党员标准是与时俱进的,其理论体系也是一脉相承的。本文试图通过对党员标准的历史性回顾和分析,阐述党员标准发展的规律性,为新时期贯彻执行新的党员标准进行必要的理论探讨。
