旧区改造是城市建设中的一个重要课题。特别是上海这样的特大型城市,历史给这座城市遗留了相当规模需要改造的旧区,其中包括成片的危房、棚户、简屋。如何进行改造,改造的速度如何,直接关系到上海这个国际大都市的形象,关系到广大群众的切身利益。因此,这个课题理所当然地引起各方面的关注。一、建设与发展中的一个突出矛盾根据中央关于上海“一个龙头,三个中心”的发展战略和发展规划,加快旧区改造步伐的任务已非常紧迫地摆在我们面前。到1992年止,上海尚有棚户、危房、简屋365万平方米。即便是静安区这样的中心城区,也还有棚户、危房、简屋26.3万平方米,
The transformation of old districts is an important issue in urban construction. Especially in such a large city as Shanghai, the history left the city with a large number of old districts that needed to be reconstructed, including a series of dangerous buildings, shanty houses and simple houses. How to carry out the transformation and how the speed of transformation is directly related to the image of Shanghai as an international metropolis and related to the vital interests of the broad masses of people. Therefore, this topic deserves the attention of various parties. I. A prominent contradiction in construction and development According to the central government’s development strategy and development plan for Shanghai’s “one leader and three centers,” the task of accelerating the pace of transformation in old areas has been placed in front of us very urgently. By the end of 1992, Shanghai still had shanty households, dangerous buildings, and simple houses worth 3.65 million square meters. Even in the central urban area of Jing’an District, there are shanty houses, dangerous houses, and simple houses of 263,000 square meters.
