西部大开发是区域经济均衡发展的必然选择,适时开发西部也是中央的一贯战略思想。对于西部开发的战略安排以及开发的策略与对策,有众多的专家提出了卓有成效的对策和建议,对西部开发的深入开展起到了良好的推动作用。纵观西部开发过程中的一些政策行为和实际做法,有许多做法陷入了认识上的误区,有可能会对西部开发效果产生一些负面的影响。本文分析了误区的几种表现。
The development of the western region is an inevitable choice for a balanced development of the regional economy. Developing the west in a timely manner is also a consistent strategic thinking of the Central Government. As for the strategic arrangements for the development of the western region and the strategies and countermeasures for its development, many experts have put forward fruitful countermeasures and suggestions and have played a good role in promoting the in-depth development of the western region. Looking at some of the policy actions and practices in the development of the western region, many of them are caught in misunderstandings and may have some negative effects on the effectiveness of the western development. This article analyzes several manifestations of misunderstandings.
